The federal president announced that security actions in the state will be reinforced through the “Michoacán Plan for Peace and Justice.”
Mexico City, November 4 (However).- The President Claudia Sheinbaum Pardo (CSP) clarified this Tuesday that the identity of the attacker killed after the attack on the President Municipal of Uruapan, Michoacan, Carlos Manzo.

Although yesterday it was reported that Osvaldo Gutiérrez, alias “El Cuate”, had been identified as responsible for the murder of Manzo Rodríguez during the inauguration of the Candle Festival, the Chief Executive and Prosecutor Carlos Torres Piña maintained that the identity of the aggressor had not yet been officially confirmed.
The homicide occurred on November 1. According to the State Attorney General’s Office (FGE), the person responsible acted premeditated, and would be between 17 and 19 years old.
“According to the objective data that has been obtained in these investigations and intelligence work, interviews and review, especially of C5 videos, it is established that there was planning for the homicide in which at least two people were involved. One of them was the material perpetrator and, as the Governor mentioned, he was killed at the same moment. The aggressor has not been identified,” said Prosecutor Carlos Torres Piña.
Security sources cited by The Universal They indicated that “El Cuate” would have links with “El Prángana”, operator of the brothers Ramón and Rafael Álvarez Ayala, alias “R1” and “R2”, alleged members of the Jalisco Nueva Generación Cartel (CJNG). However, Torres Piña explained that the person responsible was killed at the scene and that, because he lacked official identification, recognition requires the support of the INE to compare fingerprints and tattoos.
During the attack, the Mayor was shot seven times, one of them fatal, and two more people were injured, including a member of the Civil Protection and Councilor Víctor Hugo de la Cruz Saucedo.
In relation to the violence in Michoacán, the president assured that the actions implemented have shown results and that they will intensify with the arrival of more security elements, as well as with the application of the “Michoacán Plan for Peace and Justice.”
Sheinbaum Pardo indicated that his Administration will provide support to the State Prosecutor’s Office to clarify the facts and, if necessary, the Attorney General’s Office (FGR) will take over the investigation. Likewise, he indicated that they will listen to the demands of the population to better guide strategies against insecurity.
“Violence leads to nothing. How is the problem of organized crime addressed? With intelligence, with investigation, with arrests within the framework of the Law, and with a strategy of attention to the causes and with investigation,” he stressed.
At another point, the president ruled out that there is any plan for intervention by the United States (US) in Mexican territory against the drug trafficking cartels: “It is not going to happen. We have a security understanding that we worked for many months with the United States Government and that we agreed upon when the Secretary of State was there. And we are going to continue working within that framework of understanding that has very clear principles, which is respect for sovereignty, our territoriality, and collaboration and coordination without subordination of any of the States,” he stated.
Sheinbaum Pardo added that the Government of Mexico opposes any interference or intervention by foreign troops in the country and that it has reiterated this in its conversations with the President of the United States, Donald Trump.
