At the opening ceremony, the host President, Luiz Inácio Lula da Silva, called to combat denialism and defended that holding COP30 in a port as small as Belém was “a political and symbolic decision”, with the aim of showing that the Amazon is part of the climate solution.
“The most diverse biome on Earth is home to almost 50 million people, including 400 indigenous communities. The Amazon is not an abstract entity, it is home, it is economy, it is culture, it is life. Bringing the COP to the heart of the Amazon has been an arduous task, but necessary. When they leave Belém, the delegates will leave with the commitment to act, and the population of the city will preserve the investments in infrastructure that this conference has brought,” he said Lula, contrary to the speech of his predecessor Jair Bolsonaro, a climate denier.
The President of Brazil outlined the three axes of action that should guide the COP30 negotiations: compliance with the climate commitments assumed, strengthening global governance and placing people at the center of decision-making on the climate.

Lula reaffirmed the objective of this being the “COP of truth”, a space to fight against misinformation and to value science, as well as the “COP of implementation”, marked by the transformation of commitments into concrete actions.
He reiterated that, despite the progress made since the Paris Agreement, signed a decade ago, the global pace remains insufficient to contain global warming.
“Climate change is no longer a future threat, it is a tragedy of the present,” said President Lula, recalling the recent floods in southern Brazil and the consequences of Hurricane Melissa in the Caribbean. “We live in an era in which obscurantists reject scientific evidence and attack institutions. It is time to inflict a new defeat on the deniers.”
