In a time of economic uncertainty, the Federal Ministry of Labor is planning a decisive measure to stabilize the labor market: the extension of short-time work benefits for up to 24 months. This initiative aims to prevent workforce reductions in export-oriented industries that have been particularly affected by volatile U.S. trade and security policies and potential backlash from trading partners.
In a current draft regulation, Federal Labor Minister Bärbel Bas (SPD) has proposed extending the period of receipt of short-time work benefits. This measure is intended to be implemented quickly to support both employees and employers in difficult times. The regular benefit period is currently up to twelve months, but the planned extension is intended to enable companies to retain experienced workers and offer employees more job security.
The economic situation in 2026 poses major challenges, especially for export-oriented sectors. Despite an extensive investment package of 500 billion euros, support for some companies and their employees remains necessary. Without the extension of the short-time working allowance, there are fears that there will be a significant reduction in personnel, which could lead to additional expenditure of around 180 million euros for the Federal Employment Agency.
Around 209,000 employees are currently on short-time work, a significant increase compared to the 75,000 before the corona pandemic in September 2019. Around 76 percent of the affected employees work in the manufacturing sector, particularly in mechanical engineering and in the production of metal products. The extension of short-time work benefits could therefore play a decisive role in securing jobs in these key industries.
