The high-speed railway in Portugal, which is being built on 19th century Iberian gauge and is only for passengers, excluding freight transport, will therefore cost the Portuguese more than 20 billion euros, while in Spain the high-speed network was mostly paid for by European funds. The State Budget for next year foresees a tenfold increase in the amount payable by taxpayers in public-private railway partnerships. This expense will increase from 23 to 230 million euros due to the annual payment to the winning consortium of the first Porto-Oiã high-speed section, led by Mota-Engil.
