The UN Security Council today approved a resolution in support of the US plan for Gaza which authorizes the establishment of a temporary International Stabilization Force (ISF) in the enclave.

The UN Security Council thus supported the creation of a “Peace Council” as a “transitional governance administration” in Gaza and authorizes this Peace Council to establish a temporary International Stabilization Force in the enclave.

The text authorizes both entities to remain in force until December 31, 2027, “subject to further deliberations by the Council”.

Visa proposal restore security, ensure humanitarian access and initiate a sustained process of institutional reconstruction and reform to the enclave, after two years of conflict between Israel and the Palestinian Islamist group Hamas.

The Peace Council – which would be led by President Donald Trumpin accordance with the 20-point peace plan presented by Washington – would serve as a aexternal administration over the Palestinian enclave, overseeing governance, reconstruction, economic development and the distribution of humanitarian aid.

The ISF’s responsibilities for Gaza would include secure Gaza’s borders, protect civilians, facilitate humanitarian assistance, support the training and deployment of a reconstituted Palestinian police force, and oversee the permanent disarmament of weapons held by Hamas and other armed groups in the enclave.

The ISF will work together with Israel and Egypt to stabilize security in Gaza for an initial period of two years.

The resolution, which underwent several reformulations, also mentions the possibility of a Palestinian state, what generated cprotest from the Israeli side, which is completely opposed to two-state solution (Israel and Palestine).

Louis Charbonneau, UN director at the NGO Human Rights Watch, commented that the Security Council’s supporting resolution does not include any reference to human rights, advances or Al Jazeera.

β€œThe Israeli armed forces and any international forces must ensure that humanitarian aid flows freely and may the Israeli policy of deliberately expelling Palestinians to Gaza come to an end.” – commented Charbonneau.

The UN member also urged governments to commit to β€œexecute all arrest warrants from the International War Crimes Tribunal (ICC), ensuring that all those accused of war crimes and crimes against humanity are brought to justice.”

The ICC has already issued arrest warrantsin November 2024, con the other side Netanyahu and former Israeli Defense Minister Yoav Gallant.

A competing motion for a resolution, presented by Russia, was also under formal analysis of the UN Security Council, but it is not clear whether Moscow’s proposal will come to a vote soon.
