The first general strike in 12 years — jointly called by CGTP and by UGT — this Thursday is causing a significant strike in essential sectors, according to figures released by the unions. Lisbon and Porto dawned with very little movement, almost in a holiday atmospherewhile municipal services, hospitals, transport and large industrial units register very high uptake. The CGTP list, updated at 5:30 am, confirms dozens of services closed and multiple operations completely stopped. But it still didn’t have, for example, schools.
The trade union central guarantees that membership is exceeding expectations in strategic sectors. With the two largest cities in the country abnormally quiet and several public and private services operating in a very limited way, Portugal today lives one of the most extensive labor mobilizations since 2013.
Local authorities and urban services
Municipal urban hygiene and waste collection services are among the most affected. Municipalities like Setúbal, Palmela, Moita, Amadora, Évora, Viana do Castelo, Loures, Sintra, Seixal and Vila Franca de Xira register total closure or adherence of 98% to 100% in night collection shifts.
In Lisbon, urban cleaning — especially night shift drivers — has memberships in the order of 90%. In Funchal, waste collection and urban cleaning also works with shutdowns above 55%.
Transport and logistics
The stoppage in public transport has immediate effects:
- CP and Infrastructures of Portugal present 100% adherence at various points on the railway network.

Other reference units — São João (Porto), Garcia de Orta (Almada), Braga, Viseu, Santarém, Setúbal, Covilhã e Chaves — register memberships between 90% e 100%affecting emergencies, technical services, operating rooms and wards.
