Stimulus check 2025: Confusion is mounting across the US as Americans await clarity on a proposed $600 stimulus check that has stalled in Congress. The payments, tied to tariff rebates, were introduced months ago but have yet to make any progress, leaving millions wondering if help will ever come.

Proposed $600 Stimulus Check Stalls in Congress

The proposal, led by Republican Senator Josh Hawley of Missouri, was first introduced in July, as per a report. Hawley’s American Worker Rebate Act calls for a minimum of $600 per adult and dependent child, meaning a family of four could receive $2,400. The plan is designed to return tariff-generated revenue to Americans, echoing the stimulus checks distributed during the pandemic.

Hawley said, Americans deserve a tax rebate after four years of Biden policies that have devastated families’ savings and livelihoods,” adding, “Like President Trump proposed, my legislation would allow hard-working Americans to benefit from the wealth that Trump’s tariffs are returning to this country,” as quoted by The Sun.

Minimal Progress in Congress

Despite the promise, progress on the bill has been minimal. According to congressional records, it’s been read twice and referred to the Senate Committee on Finance, but has no cosponsors. Finance expert Michael Ryan, founder of MichaelRyanMoney.com, told Newsweek that he doubts the legislation will advance, citing the absence of support from Finance Committee Chairman Mike Crapo.

Other Stimulus Proposals and Ideas

The idea of tariff rebates has circulated for months, gaining traction earlier this year after Elon Musk discussed a similar plan under the Department of Government Efficiency (DOGE). Musk suggested stimulus checks worth up to $5,000, though that proposal never materialized.ALSO READ: After Amazon and Meta, IBM to layoff 2700 people – experts say more tech sackings will happen this year

Trump’s Statements on Stimulus Checks

US president Donald Trump has also floated the idea, recently mentioning possible checks between $1,000 and $2,000 funded by rising tariff revenues. Trump told One America News, “We’re going to do something… We also might make a distribution to the people, almost like a dividend to the people of America.”

Tariff Revenue in 2025

Tariff collections have surged throughout 2025, with the US Department of the Treasury reporting a steady increase, from $8.96 billion in January to $31.3 billion in September.

Legal Questions Cloud the Stimulus Proposal

However, legal questions continue to cloud the issue. A federal appeals court recently ruled that Trump overstepped his authority when imposing the tariffs, and the Supreme Court is set to hear arguments on the legality of those policies during its new session in November.
