Mexico City, November 5 (However).- The former minister President of the Supreme Court of Justice of the Nation (SCJN), Norma Lucía Piña Hernándezreappeared and said that in the Judiciary They did everything they should have done to defend the autonomy of this one.
By participating in the forum “The Future of Justice: Judicial Independence in Mexico and its Regional Environment”, organized by the Legal Research Institute of the National Autonomous University of Mexico (UNAM), expressed that in his opinion it was the “perfect storm“He gave as an example that they had to go out and give interviews already manifest in the streets as well as giving lectures.
“One always thinks that something more can be done, but I do want to tell you that everything was done that was in our hands. Among the ministers, not all of us were used to going out to the media, why? Because we are judges, career judges accustomed to being behind a desk studying, analyzing the cases, looking at the files. You must have a certain preparation and a certain ease to appear before the media,” explained the former official.
At the same time, he highlighted that what caused the change in the Judiciary to happen so quickly was the overrepresentation that allowed the Constitution to be changed and he considered it the “perfect storm.”
“In my opinion it was the perfect storm. Why if in other countries, in Peru, in Costa Rica, in Brazil, in Ecuador, we took the same path, why did it explode so quickly in Mexico? Why was it, that here what they have intended in all countries with this type of attacks on the Judiciary was achieved. It was the perfect storm. In my opinion what led to this change and so quickly was the overrepresentation, that was it. If they have control there was a way to change the Constitution, because it is our basis, and it was achieved with that, that managed to change the independence and autonomy of the Judiciary,” he indicated.
Norma Piña confessed that she has been thinking about how to reverse the Reform of the Judicial Branch: “I have been thinking about what can be done to reverse it.”
Furthermore, he considered that in Mexico the population still “does not know how to differentiate between local judicial power and federal judicial power, between police and prosecutors, the majority of Mexicans do not have that awareness or that knowledge and not necessarily because they do not have a certain academic degree,” he explained.

“That is a lack, it is the essence that society has to understand, regardless of the career, regardless of specific knowledge, we have to know what the rules are, what our rights are, this begins in primary school. Now is it convenient for an educated people? Who is and who is not convenient for an educated people?”, asked the former minister.
“I am convinced that this is a question of education. Ordinary citizens are going to feel the change that they are not professional, experienced judges, they are going to feel it. Justice is day to day and quality justice must also be defended,” she concluded.
Piña agreed with previous speakers from El Salvador and Peru, in the sense that the weakening of the Judiciary began with a narrative against the institution and a strong communication apparatus.
In Mexico, he asserted “the manual was followed to weaken the mechanisms to guarantee judicial independence, such as the method of designation and election of judges, as well as the creation of a Disciplinary Court, political co-optation and the way in which the law will be implemented.”
“How can we recover it? I would like to find a solution, although I am very optimistic in general, I see many difficulties in recovering judicial independence,” he lamented.
