Booth-level officers (BLOs) have begun distributing enumeration forms to voters as part of the Special Intensive Revision (SIR) in all 12 states and Union Territories, following the announcement of the second phase of intensive voter list revision by the Election Commission of India (ECI). Under the SIR, the ECI has provided the option of an online application form, in addition to BLOs distributing forms at doorsteps. This drive aims to register all voters who were missed during the house-to-house survey by Booth Level Officers. The final voter list for the second phase will be released on February 7, 2026.

Voters can check their own and their family members’ details on the official website For technical or information help, the ECI Net App offers a ‘Book-a-Call with BLO’ feature. Voters can also call 1950 with their STD code for any assistance.

Step-by-step guide to fill SIR form online

To fill the SIR form online, voters must visit the Election Commission Voter Services Portal or their state CEO portal. The SIR form online link will be active from the start date till the last date, such as December 4, 2025, for West Bengal. After logging in to https://voters.eci.gov.in/
voters must click on Fill Enumeration Form 2026 and select their state.

If the voter has a Voter ID card, entering the EPIC number will auto-fill their details. New voters or those not registered earlier can choose the ‘New Form’ option. Voters must then enter the EPIC Number (2025) in the designated field and click the search button.

They must choose one of the following categories: My Name exists in the Electoral Roll of the Last SIR; My Parents’ name (Father, Mother, Grandfather, Grandmother) exists in the electoral roll of the last SIR; or Neither my name nor my parents’ name exists in the electoral roll.
If available, voters can enter relative’s details. They must check pre-filled information such as name, age, gender, and address, and make corrections if needed. A recent passport-size colour photo with a white background must be uploaded, with the face clear, eyes open, and front-facing. Once submitted, voters can track the status of their SIR form on the same portal.
