Tabasco is one of the few states where the Mandate Revocation could be activated in 2028, after three years of Javier May Rodríguez’s government. However, the overwhelming presence of Morena and the weakness of the opposition make the exercise seem practically unfeasible.

Mexico City, December 5 (However).- Tabascowhere Morena’s presence is overwhelming, it is considered the Revocation of Mandate and it could be promoted at the end of the third year of Javier May Rodríguez’s government, so that it would take place in 2028. However, the presence of the opposition in that entity from which former president Andrés Manuel López Obrador is from is so precarious, that it would be difficult to gather the 182,162 signatures needed to support the promotion of this citizen consultation exercise.

In the remaining four states that we will analyze today and in which the Revocation of Mandate is also regulated, Sinaloa, Zacatecas, Nayarit and Oaxaca, the exercise would be unnecessary, since in those entities the governorships will be renewed, three in 2027 and one more in 2028.

TABASCO

It is Article 7 of the Political Constitution of Tabasco that establishes that the Revocation of Mandate can be promoted in the entity. But it is in the Mandate Revocation Law of the State of Tabasco in which it is explained that it can only be initiated at the request of citizens, provided that said request is supported by a number equivalent, at least, to 10 percent of the people registered on the Nominal List of Voters of the entity.

In Tabasco, until recent Thursday, November 20, 2025, the Nominal List of Voters included 1 million 821 thousand 627 people, so 10 percent would represent 182 thousand 162 signatures supporting the Mandate Revocation petition. The completion of this citizen participation exercise can only be requested during the three months following the conclusion of the third year of government.

The Tabasco Mandate Revocation Law establishes that it will proceed only by absolute majority. As long as 40 percent of the people registered on the Nominal List of Voters go to the polls, which in that entity would be around 662,409 citizens, taking as reference the people who currently have a valid voter ID card.

To give you an idea of the poverty of the opposition in Tabasco, if we add up the membership lists of the entire opposition, they would barely reach 15,639 supporters. While Morena and its allies from the Green Party and the Labor Party officially have 67,043 officially affiliated supporters, according to the records of the National Electoral Institute.

Oaxaca

In Oaxaca, the Revocation of the Mandate can be promoted with the support of the signatures of 10 percent of the people registered on the Nominal List of Voters of the entity, during the month following the conclusion of the third year of government. The promotion of this consultation in Oaxaca would no longer make sense since in 2028 the entity will vote to elect who will replace the Morenoist Salomón Jara Cruz in the governorship. As information for the future, in this entity, for the Revocation of Mandate to be valid it must be by absolute majority and with the participation in the polls of 40 percent of the citizens registered on the Entity’s Nominal List.

SINALOA

In the case of Sinaloa, a vote will be taken in June 2027 for the person who will replace the highly questioned Morenoist Rubén Rocha Moya in the governorship. This makes it unnecessary to carry out the Mandate Revocation exercise that this entity would have to be promoted by 10 percent of the citizens registered on the Nominal List of Voters of the entity. For the result of the Revocation of the Mandate in Sinaloa to be mandatory, it must be by absolute majority and with the presence at the polls of at least 40 percent of the people who have a valid voter ID.

ZACATECAS

In Zacatecas, fiefdom of the Monreal Ávila, where David of these same surnames, brother of the coordinator of the federal deputation of Morena, Ricardo Monreal Ávila, governs, the Revocation of Mandate is regulated, but it will not have to be carried out in the short term since in 2027 the vote will be taken for a new state leader.

With the support of the signatures of 10 percent of the citizens registered on the Nominal List of Voters, the Revocation of the Mandate in Zacatecas can be promoted, during the three months following the conclusion of the third year of the government period. For the mandate revocation process to be binding, at least forty percent of the people registered on the nominal list of voters must participate. The revocation of mandate only proceeds by absolute majority.

NAYARIT

Although it is also regulated, the Revocation of Mandate is not necessary in Nayarit at this time, since in June 2027 there will be a vote to elect who will take over from the Morenoist Miguel Ángel Navarro in office. The Revocation of Mandate in Nayarit can be promoted with 10 percent of the signatures of the people registered on the Nominal List of Voters of the state, during the three months following the conclusion of the third year of the Governor’s constitutional period. And for the result to be mandatory, at least 40 percent of the people registered on the Nominal List of Voters must participate.
