Of the 16 entities in the country where the Revocation of Mandate is regulated, Jalisco and Morelos could face this exercise in 2028. Both states have administrations marked by inefficiency, negligence and suspicions of corruption, first with Enrique Alfaro in Jalisco and Cuauhtémoc Blanco in Morelos, and their current rulers, Pablo Lemus Navarro (MC) and Margarita González Saravia (Morena), could be put to the polls if the problems inherited ones become worse and their own faults are added.

Mexico City, December 4 (However).- The leaders of two federal entities that carry the pernicious inheritance of two inefficient, negligent and presumably corrupt administrations, a governor of Movimiento Ciudadana and a governor of Morena, could be subjected to judicial proceedings. Revocation of Mandate In 2028, many of the inherited problems will deepen and the inefficiencies or lukewarmness of those currently responsible for the Executive Branch will be added. Of the 16 entities in which the Revocation of Mandate is regulated, in 2018 it could be Jesús Pablo Lemus Navarro’s turn, from Movimiento Ciudadano, in Jaliscoand Margarita González Saravio, from Morena, in Morelos.

In Jalisco, the Emecista Enrique Alfaro Ramírez left his pernicious legacy and in Morelos the Morenista Cuauhtémoc Blanco Bravo marked with his irregularities. Of three other entities in the country in which the Revocation of Mandate is regulated, and which we will analyze today, in Nuevo León, governed by Movimiento Ciudadano, and Guerrero, administered by Morena, it will not be necessary to promote this consultation exercise because in 2027 new state leaders will be elected and the same criterion would be applied to Durango, where there will be renewal of the State Executive in 2028.

JALISCO

In Jalisco, the Political Constitution of the state contemplates the Revocation of Mandate, as a participation mechanism through which citizens decide that a popularly elected public servant concludes early the exercise of the position for which he was elected, as long as the causes are configured and the procedures established in the laws are complied with.

The revocation of the governor’s mandate in Jalisco may be requested by 3 percent of the citizens registered on the Nominal List of Voters and promoted within the first 120 days of the second half of the constitutional period. That is, between December 2027 and April 2028. Until recently November 20, 2025, the Nominal List of Voters of Jalisco had 6 million 747 thousand 684 people registered. 3 percent to promote the Revocation of the Mandate would be equivalent to 202,430 signatures.

For the exercise of Revocation of the Mandate of the governor of Jalisco, Lemus Navarro, to be valid, at least the same number of citizens must participate as did in the elections in which he was elected, that is, 3 million 762 thousand 56 citizens. The problems that Jalisco faces are very serious: it occupies first place in the nation in missing persons; a forensic crisis derived from thousands of unidentified corpses or human remains in the Forensic Medical Service, of which it is estimated there would be more than 11 thousand and a high statistic of clandestine graves.

MORELOS

The Citizen Participation Law of the State of Morelos establishes that the Revocation of Mandate constitutes a procedure through which the electoral community, or a significant part of it, can promote the dismissal of elected representatives or leaders, before they conclude their term, through special elections where they are confirmed or removed, without the need to exhaust the impeachment process, in cases of constitutional jurisdiction. The Revocation of Mandate will only be appropriate when one third or more of the period for which the official in question was elected has elapsed.

Indicates the causes for the Revocation of the Mandate: a).- Non-compliance with commitments made during the campaign; b).- Loss of legitimacy, through constant non-compliance with the obligations derived from the exercise of the position; c).- Acts of political corruption such as the illegitimate use of privileged information, influence peddling, bossism, bribery, extortion, embezzlement, prevarication, cronyism, cooptation, nepotism and impunity and d).- Violation of human rights in accordance with the provisions of the applicable current legislation.

In Morelos, the number of citizens who must subscribe to the request for Revocation of Mandate must be 20 percent of the citizens registered on the nominal list of voters of the State and will proceed when in the special elections called a number equal to the number of votes obtained by the public servant to be elected is obtained. The Nominal List of Voters in Morelos, as of November 20, 2025, had 1 million 558 thousand 975 citizens registered. This means that to promote the revocation of the mandate, 20 percent would be equivalent to at least 311,795 signatures. And for the exercise to be valid, at least 460,271 people would have to vote, who were the ones who gave the victory to the Morenista Margarita González Saravia.

NEW LEON

In the state of Nuevo León, governor by Samuel Alejandro García Sepúlveda, of the Citizen Movement, the state Constitution establishes that the revocation of the mandate of the State Governor is the instrument of participation requested by citizens to determine the early termination of the performance of the position based on the loss of trust.

The Revocation of Mandate in Nuevo León must be called by the State Electoral and Citizen Participation Institute at the request of citizens in a number equivalent to at least ten percent of the people registered on the Nominal List of Voters. It may be requested on a single occasion and during the three months following the conclusion of the third year of the constitutional period.

For the Mandate Revocation process to be valid in Nuevo León, there must be a participation of at least 40 percent of the people registered on the nominal list of voters. The revocation of the mandate will only proceed by absolute majority. In the case of Nuevo León, this participation exercise is no longer necessary at this point, since in June 2027, the person who will take over from the emecista García Sepúlveda will be elected in Nuevo León.

GUERRERO

In Guerrero, the Morenista Evelyn Salgado Pineda will leave her position in 2027, after the June elections when the person who will take her place will be voted on. Therefore, the Revocation of Mandate, which is considered in the state Constitution and can be requested by a number equivalent to at least 10 percent of the people included in the Nominal List of Voters, is now unnecessary.

The Revocation of the Mandate in Guerrero may be promoted in the three months following the conclusion of the third year of government. It will be binding when participation corresponds to at least 40 percent of said list and the vote is by absolute majority.

DURANGO

In Durango, PRI member Esteban Alejandro Villegas Villarreal governs. The Political Constitution of the state indicates that the Revocation of Mandate can be promoted due to loss of confidence. The Revocation must be proposed during the three months following the conclusion of the third year of government, by at least 10 percent of the citizens registered on the Nominal List of State Voters.

The Revocation would be binding in Durango when participation corresponds to at least 40 percent of those registered on the Nominal List and the vote is by absolute majority.
