Every strategic analysis must have the capacity to reflect, in a broad scenario, some criminal actions that go beyond the scope of public security, that is, crime that tries to strip citizens of their individual properties.
The explanation given on Wednesday at noon by the federal secretary of Security and Citizen Protection, Omar García Harfuch, hinted that the murder of the mayor of Uruapan, Carlos Manzo, in a public institutional event, was not the product of a personal revenge of some powerful criminal, but rather an action by a criminal group that is disputing in Michoacán – as in other parts of the country – the control of territorial areas of the sovereignty of the State.
The federal government has its reasons to de-dramatize the strategic interpretations of the murder of the municipality and of course it would be logical to avoid the escalation of criminal activities that affect public officials and visible figures of social leadership to avoid the recognition that Michoacán is a classic example of the fight for institutional territory between the State and an armed criminal group.
