The UN Security Council adopted, on Monday evening, New York time, the American project to end the Israeli war in the Gaza Strip.
In a plenary session, 13 Council members voted in favor of the project, while Russia and China abstained from voting.
Resolution No. 2803 welcomed US President Donald Trump’s 20-point plan to end the war in Gaza, issued on September 29, 2025, according to the United Nations website.
He called on the Security Council to fully implement the plan and maintain the ceasefire.
The following are the most important points of the decision:
- The Security Council resolution welcomes the establishment of the Peace Council to supervise the reconstruction of Gaza until the reform of the Palestinian Authority is completed
- The Security Council resolution sets the end of 2027 as the date for the end of the mandate of the Peace Council and the international civil and security presence in the Gaza Strip.
- Completing the PA reform and progressing with reconstruction may create the conditions for self-determination and a Palestinian state
- We stress the necessity of resuming aid to Gaza in cooperation with the Peace Council and ensuring that it is used for peaceful purposes only
- The operational entities will operate under the authority of the Peace Council and funded by voluntary contributions and donors
- We call on the World Bank and financial institutions to support the reconstruction of Gaza and to establish a fund for this purpose
- Establishing a temporary international stabilization force in Gaza that will operate under a unified command in coordination with Egypt and Israel
- The stabilization force will work to demilitarize Gaza, protect civilians, and train the Palestinian police
- The stabilization force will help secure humanitarian corridors in the Gaza Strip
- As the stabilization force takes control, the Israeli army will withdraw according to agreed-upon criteria and timetable
- We call on countries and organizations to provide financial, logistical and staff support to the Peace Council and the Gaza Stabilization Force
- The Peace Council must submit a written report to the Security Council every 6 months on the progress being made in Gaza
- Participating countries and the Peace Council may establish operational entities with international powers to manage the transitional governance
