The President Claudia Sheinbaum Pardo He stated that Mexico will not return to what he described as “the regime of corruption and privileges,” and highlighted that his government is advancing alongside the Fourth Transformation movement.
“There are some, very few, who want to return to the regime of corruption and privileges, but we tell them: no more. Mexico continues the course of the Fourth Transformation of public life,” he expressed.

During his participation in the presentation of the Lázaro Cárdenas General Plan in San Pedro and San Pablo Teposcolula, Oaxaca, Sheinbaum reiterated his commitment to the fundamental principle of the 4T: “the poor first.” He assured that public resources are no longer destined for political and economic elites.
“For the good of all, first the poor. That is not going to change. The money belongs to the people of Mexico, never again to the powerful,” he said.
The President also mentioned the current president of the Supreme Court of Justice, whom she called “a Mixtec indigenous person.”highlighting that his arrival in office is due to the reform that allowed the election of the Judiciary.
“Do you believe that, without the election of the Judiciary by the people, there would be an indigenous person as president of the Court today? We are in a new stage and the majority of Mexicans support the transformation.”
Amid cries of “You are not alone!”, Sheinbaum emphasized that her government has its origins in social struggle and that the principles of her movement will not be negotiated.
“We never betray what we are. We come from a social movement, we came to serve the people and our principle is not to lie, not to steal and not to betray the people of Oaxaca or Mexico.”
Actions of the Lázaro Cárdenas Plan in the Mixteca
Accompanied by him Governor Salomón Jara Cruz, Sheinbaum recalled that the plan is named after General Lázaro Cárdenas, who dedicated part of his life to this region after concluding his presidential term. He explained that Lázaro Cárdenas Batel, son of the general and current head of the Office of the President, He is in charge of the project.
The actions announced for the Mixteca include:
Roads and paving
- Continuation of road construction throughout the region.
- Investment in 2026 equal to that allocated in 2025 for municipal works.
- Special resources for artisanal paths.
Universal health and care infrastructure
- Greater medical coverage in rural areas.
- More health centers with doctors, nurses and community brigades.
- Installation of Wellness Pharmacies in old grocery stores.
Education and school infrastructure
- Improvement of schools in the region.
- Construction of new high schools for young people to study near their communities.

- Repair of treatment plants starting next year.
- Special water pot program for communities.
Social economy and crafts
- Support program for artisans from the Mixteca, with sales at a fair price throughout the country.
The event was also attended by Jesús Antonio Esteva Medina, Secretary of Infrastructure, Communications and Transportation; Alejandro Svarch Pérez, general director of IMSS-Wellbeing; and Adelfo Regino Montes, head of the National Institute of Indigenous Peoples, among other officials.
