Mexico City.- At least 13 prominent members of the National Action Party (PAN) concentrate millions of liters of water through concessions granted by the National Water Commission (CONAGUA). The party known for the Real Estate Cartel scandals now has a Water Cartel headed by characters such as Vicente Fox, Enrique Burgos, Diego Fernández de Cevallos and Germán Borja García.
Fox Quesada It appears as the owner of three water concessions, according to records from the Public Registry of Water Rights (Redpa). All are for agricultural use and are located in the state of Guanajuato. All of these licenses granted to the former president date back to the end of the last century, and detail permits for the extraction of 240 thousand cubic meters of water per year per concession.
Diego Fernandez de Cevallos It is not far behind, since it has under its command the title of at least seven water concessions for agricultural use. They all enter the state of Querétaro, and were registered between 1996 and 2020. The permitted volume of extraction per year varies, from 128,240 cubic meters to 300,000.
Another PAN member with authorization to extract water is Germán Borja Garcíawho was municipal president of the municipality of Corregidora, also in the state of Querétaro. The aforementioned has the title 08QRO104690/12AMDL09 under his charge, which allows him to extract 200 thousand cubic meters of water since 1999.
In the case of Enrique Burgos Garcíaformer PAN governor of the state of Querétaro, appears as the holder of license QRO104287, with a registration date of January 26, 1999, that is, a year and a half after concluding his mandate in that state. The granted use is for aquaculture, with annual traction permits for one million 200 thousand cubic meters of the vital liquid.
