Omar García Harfuch, Secretary of Security and Citizen Protection (SSPC), detailed the plan of Jorge Armando “N”, alias “El Licensed”, to assassinate the mayor of Uruapan, Carlos Manzo, on November 1, under the order of “R1”.
During a meeting with the media, the Secretary of Security highlighted that “El Licensed”, detained in Morelia, is one of the criminal authors of this incident, but not the only one, and is identified in this way for a reason.
“He is one of the intellectual authors, it does not mean that he is the only one. He organizes, with perfectly proven evidence that we have integrated into the investigation folder, the group that commits the unfortunate homicide of Carlos Manzo,” he mentioned.
García Harfuch indicated that “The Licensed” planned the escape routes and the logistics of where each of those involved was going to be positioned and where they were going to escape from the crime scene.
“He was exerting pressure so that – no matter what – they would commit the homicide,” according to the WhatsApp messages that were located on a mobile device of those involved after the murder.
“Unfortunately, I say it with great sadness, in those messages he mentions that even if he is with a family member, with his son, that is, he was putting a lot of pressure on his criminal cell, so that they would commit this homicide,” Harfuch acknowledged.
García Harfuch indicates that “El Licensed” is also the material author of this homicide, but highlights that the detainee mentions that there is another intellectual actor who is the one who received the order from a member of the Nueva Generación Cartel (CNG) to kill Carlos Manzo.
The other intellectual actor who has not yet been arrested is identified as Ramón Ángel Álvarez “R1”; of whom the investigation shows that he organizes the criminal cell and is the head of the plaza in other municipalities of Michoacán.
It indicates that “The Attorney” declared that “R1” is his immediate boss, a fact that is supported by the messages found on the criminals’ cell phones.

“With this arrest, a lot of data is being analyzed,” says García Harfuch, because when conducting a search of “El Licensed”’s property, evidence was collected that is being analyzed.
The secretary assured that those who killed the young people who went on the ground to carry out the murder of Carlos Manzo were members of the same criminal cell “to hinder the investigations; what they did not count on was that evidence and mobile devices of the deceased would be found.” He argued that these young people were between 25 and 26 years old, while the perpetrator of the homicide, Víctor Manuel Ubaldo Vidales, was 17 years old.
