At a time when supporting veterans and their families is increasingly important, North Carolina has taken a significant step by introducing three new laws. These laws aim to make higher education more accessible and affordable for military members and their families in the University of North Carolina System. With over a million military-connected residents, including one of the largest active military presence in the country, North Carolina is committed to using education as a key to supporting these communities.
The Military Tuition and Residency Act (SB 118) is one of the new laws that allows eligible veterans to receive in-state tuition rates even if they live outside of North Carolina. This is a significant advantage as tuition fees for residents are usually significantly lower than for non-residents. Another law, the Military Tuition Assistance Act (HB 373), allows UNC System institutions to offer reduced tuition to service members receiving state or federal military assistance. This helps bridge the gap between the support received and full tuition fees.
The third bill, the Military Deferred Enrollment Act (HB 378), guarantees an enrollment deferral of at least five years for members of the armed forces and their spouses and a two-year deferral for members of the reserves and their spouses. This flexibility ensures that these applicants can begin their studies during or after completing their service without having to abandon their educational plans.
The introduction of these laws is welcomed by UNC System leaders. UNC System President Peter Hans emphasizes that these benefits reflect North Carolina’s deep appreciation for military families and the belief that service should lead to opportunity. The measures are seen as the result of bipartisan support from the General Assembly and governor aimed at reducing costs, recognizing military services and expanding flexibility.
The effects of these laws are already visible. This fall, more than 23,000 military-connected students enrolled at North Carolina’s public universities, marking the highest number in UNC System history. This group, which includes veterans, active duty service members and dependents, has increased 6% since last year, continuing a four-year growth trend.
