He National Person Search System (SNBP) celebrated this Friday its first Ordinary Session 2025to consolidate inter-institutional coordination and strengthen search mechanisms under the new legal framework in the matter.
Rose ice RodríguezSecretary of the Interior, led the meeting in the Revolution Hall of the Bucareli complex, where she stressed that the instruction of President Claudia Sheinbaum is strengthen search, location and identification processes of missing persons, in collaboration with the three levels of government, with the firm commitment to make justice to families.

Rodríguez was accompanied by the Undersecretary of Human Rights, Population and Migration, Arturo Medina; the head of the National Search Commission (CNB), Martha Lidia Pérez Gumecindoand the Attorney General of Justice of Mexico City, Bertha Alcalde.
As well as by the representative of the United Nations High Commissioner for Human Rights (UN-DH), Humberto Hendersonand the coordinator of the Human Identification Program of the United Nations Population Fund (UNFPA) in Mexico, Maximilian Murck.
On the other hand, the Attorney General’s Office of the Republic was present (FGR)the prosecutor specialized in Human Rights Matters, Ricardo Sánchez Pérez del Pozowho said: “what the President has told us is that the human right to be found and the human right of the victims to search for their relatives are fundamental principles that the State must guarantee and protect“.
Also present was the representation of the National Law Enforcement Conferencewhich brings together the 32 prosecutor’s offices in the country.
New stage begins
Rosa Icela explained that this System initiates a new stage with better toolsbut also with implementation challenges to guarantee the comprehensive and specialized care for familieswith a gender perspective and human rights approach.
Furthermore, he added that there is already a new Law, the result of 450 meetings with groups and families of missing personswhose voice has been essential to giving each advance meaning and legitimacy.
On the other hand, he called on the members of the System to make a National Search Plan well organized, with expectations of what the population expects and precise work indicators.

In his participation, the Undersecretary of Human Rights, Population and Migration, Arturo Medina pointed out that the System must guide the State resources towards a shared purpose which consists of offering effective responses to family members and guaranteeing the right to truth and justice.
Likewise, he indicated that this work requires coordination, technical rigor and, above all, human sensitivity for the location and identification of missing and unlocated persons.
They present work routes
During the session, the national commissioner presented the proposal for work routes for him National Search System.
As part of the actions to implement the reforms to the General Law, Pérez Gumecindo proposed the reactivation of the Implementation, Monitoring, Evaluation Commission; update of the Approved Search Protocoland a working group with authorities and the National Citizen Council for the generation of the preliminary draft Regulations of the General Law.
He called on state authorities to participate in regional meetings to conclude the preparation of the Regional Search Plansfundamental inputs for the formation of the National Search Program.
On the other hand, he highlighted that the CNB will continuity of cooperation projects international with the United Nations Population Fund (UNFPA) and its Human Identification Program.

The executive commissioner of Victim Assistance also attended the ordinary session of the SNBP, Martha Yuriria Rodriguez; the head of the National Guard, Hernan Cortes; the general director of the National Registry of Population and Identity, Arturo Arce; and the head of the Unit for the Defense of Human Rights, Froylan Encisoamong others.
Likewise, the members of the National Citizen Council and the holders of the Local Search Commissions.
