The global construction industry is experiencing a moderate recovery in the third quarter of 2025, the RICS Global Construction Monitor shows. The Construction Sentiment Index (CSI) rose to +12, representing a significant improvement compared to the previous quarter. This positive development is supported by the expectation that construction costs will rise more slowly over the next 12 months. In all regions, the forecasts have been revised slightly downwards compared to the beginning of the year.
The recovery is gaining momentum, particularly in Europe. The CSI in Europe rose to +18, marking the strongest improvement since the beginning of 2022. Sentiment remains strongest in the Middle East and Africa and in the Americas, although growth in the Americas has weakened somewhat compared to last year. In contrast, the Asia-Pacific region lags behind the global trend with a CSI of zero, indicating stagnation.
At the country level, the United Arab Emirates, India and Saudi Arabia lead the growth in construction orders. The Netherlands and Nigeria also recorded strong growth. In China and Hong Kong, however, construction activity remains declining without any significant improvement. Growth has also weakened in the USA, while Germany remains stable with a constant CSI value of +32.
The infrastructure sector continues to outperform other market segments in many regions. Energy projects, particularly in Europe, are showing the strongest expansion. The transport sector is also growing significantly in the Americas and the Middle East. In contrast, agriculture remains the weakest sub-segment. Overall, expectations for work utilization over the next 12 months are more optimistic, particularly in residential construction in America.
