He Government of Mexicothrough the Secretariat of Security and Citizen Protection (SSPC)implemented the Michoacán Plan for Peace and Justice on November 9th. This strategy arises as a corrective measure after the murder of Carlos Manzoindependent mayor of Uruapanon November 1st.
Omar García Harfuchpresented the security strategies that will be implemented in the state of Michoacán. During his speech, the head of the SSPC offered his condolences to the relatives of Carlos Manzo, and said that “there will be no impunity. Those who generate violence, those who commit crimes, those who harm Michoacan families and the people of Mexico, will be investigated, detained and brought before the law..”
Harfuch shared that, as part of Plan Michoacán, the four axes of the National Security Strategy in the entity will be reinforced, which include:
- Attention to the causes
- Consolidation of the National Guard (GN)
- Strengthening Intelligence and Research
- Coordination

First results after a week of the Michoacán Plan
Below, we share with you the first progress after a week of the implementation of the security strategy in the western state of the country. Elements of the SSPC, Secretariat of Defense (Sedena), GN, Secretariat of the Navy (Semar), Attorney General of the Republic (FGR) and the Prosecutor’s Office of Michoacán.
November 10
In Buenavistasecurity agents arrested five people, two of them minors. They were assured:
- Five long weapons
- 18 chargers
- 1,250 cartridges
- tactical equipment
In the municipality of Cotya vehicle was located in an apparent state of abandonment that contained:
- a rifle
- 20 chargers
- 1,790 cartridges
- 52 kilos of explosive material
In the municipality of Huetamothe troops carrying out land tours located:
- six vehicles
- three motorcycles
- Three machine guns
- 11 long firearms
- A grenade launcher
- three grenades
- 91 chargers
- Two thousand 878 cartridges
- 330 kilos of synthetic drugs
- tactical equipment
November 13
Security agents carrying out surveillance patrols to inhibit illegal acts in the municipality of Gabriel Zamorathey detected several people carrying firearms, so, to prevent them from harming the inhabitants of the region, they carried out an inspection. As a result, they found:
- Three long weapons
- 130 cartridges
- Two chargers
- Two ATVs
- a vehicle
Due to the above, the four people, including a minor, were detained and informed of their legal rights.
In the municipality of Paracuarothe officers located a vehicle in an apparent state of abandonment, which they carried out a search where they found:
- 108 cartridges
- 20 chargers
- Various tactical equipment and clothing

November 14
Through surveillance actions in the municipality of Zamorasecurity agents detained three people, to whom they assured:
- Five kilos of glass
- 10 kilos of marijuana
- Two long weapons
- a charger
- Three vehicles
Meanwhile, in the municipality of Apatzinganthey made sure:
- Four long weapons
- 10 chargers
- 220 cartridges
- a vehicle
Likewise, when carrying out security and surveillance actions in the municipality of Moreliathey assured:
- Five kilos of marijuana
- Two computers
- Nine cell phones
- a hydraulic press
- A gramera scale
- A sealing machine
November 16
Officers located at a roadside inspection point Lázaro Cárdenas–Uruapanat kilometer 132+210 at the Santa Casilda toll booth, they located a red vehicle with license plates of Jaliscofor which they stopped and told the driver to get out of the unit to carry out a precautionary inspection.
The security agents corroborated the identity of the driver and completed a current arrest warrant against him for the crime of homicide. Due to the above, the 51-year-old man was detained, informed of his legal rights and was transferred to the corresponding Public Ministry agent, who will determine his legal situation.
November 17
In the municipality of Apatzingansecurity agents detained two people, they assured them:
- Three explosive devices
- Three firearms
- 730 useful cartridges
- 15 magazines of different calibers
- Three vehicles
- Various tactical equipment
In the municipality of Kings of Salgadohe assured:
- a machine gun
- Three vehicles, two of them with handmade armor
- 14 chargers
- A property
The detained persons were read their legal rights and, together with what was secured, they were placed at the disposal of the corresponding Public Ministry agent, who will determine their legal situation.
