The Secretary of the Navy (Semar) is preparing the construction of a surveillance super center at the Mexico City International Airport (AICM) in which more than 3 thousand new video cameraswhich will be connected to an Artificial Intelligence system, will be able to detect facial recognition, national and international license plates, as well as “unusual” passenger behaviors.

In the tender LA-13-KDN-013KDN001-I-94-2025, it is detailed that Artificial Intelligence software must have capabilities to generate automatic alerts when detecting abnormal behavior, helping to anticipate incidents and optimize response times for security personnel.

It is highlighted that the system will have real-time video analysis capabilities, and with estimated processing times between one and seven seconds, with an efficiency greater than 90%.

“The project to acquire a CCTV system is to replace and increase the current distribution system in the monitoring centers with a modern solution that integrates advanced Artificial Intelligence technologies. With this, the aim is to obtain a more robust, efficient and adaptable system, which provides greater security and flexibility in various situations and environments.

“Installation, configuration and commissioning of 3,240 new IP technology cameras, its operating infrastructure and storage of video recordings,” it is noted.

The tender details that this new video surveillance system includes the storage of recordings for at least one month.

They will identify faces of people on “black lists”

On page 24 of the annex to the tender it is indicated that the system must have facial identification functionalities in real time through Artificial Intelligence algorithms, allowing the detected faces to be compared against local or external databases, including “blacklists, people of interest”.

The new system must have multi-camera automatic tracking capabilities to track the identified person between different cameras, anticipating displacements and generating automated trajectories on digital maps and plans.

The tender indicates that the new software must have automatic vehicle license plate recognition capabilities that allow capturing, recognize and register national and international license plates.

It will detect strange behaviors

In the section titled Behavior Analysis, it is emphasized that the new system must have behavioral analysis algorithms that allow identify “unusual patterns” or risk situations, such as running, falling, fighting, prolonged loitering or crowding in unauthorized areas.

“The system must have capabilities to generate automatic alerts when detecting abnormal behavior, helping to anticipate incidents and optimize response times of security personnel.

It is also reported that the successful bidder must guarantee that the system will have real-time video analysis capabilitiesallowing the automatic detection and correlation of simple events, such as line crossing, intrusion, abandoned objects, with estimated processing times between one and three seconds under standard conditions.

For more complex events, such as facial recognition, license plate reading or automated tracking between multiple cameras, the response time of the intelligence engine must be within an operating range of two and seven seconds, depending on system load, video resolution and processing availability.

“These times guarantee an effective and timely response by security personnel in any critical situation.”

Efficiency above 90%

The capital airport indicates that the awarded bidder must guarantee that the analytical elements have an efficiency percentage greater than 90%.

In addition, the software must have the ability to store metadata of the images obtained from the cameras, such as object classification, tracking, direction, colors and movements.

It is indicated that the delivery, installation and start-up of the equipment and systems offered that are contemplated for this video surveillance service It will be within a period of six months from the notification of the ruling.

The successful bidder must carry out the uninstallation and removal of the currently installed video surveillance system, ensuring that all equipment are properly packaged, labeled and delivered to the location determined by the Security Subdirectorate.

Please note that the images, videos or any material that may be obtained by the video surveillance system are the sole and exclusive property of the AICM. Therefore, “the awardee will not be able to access that material, he will only be able to access it with authorization from the Security Management.”
