Between 2024 and 2025, the Salinas Pliego company received public resources for contracts with the Courts of the PJ CDMX, as well as from the self-employed IECM and ASCM

Mexico City. – In the public administration of Mexico City, six institutions entered into contracts between 2024 and 2025 that totaled 45.8 million pesos to provide internet service through Total Play, property of Ricardo Salinasdespite the fact that at the beginning of last year former president Andrés Manuel López Obrador (2018-2024) revealed that the aforementioned firm is also part of the Grupo Salinas companies that owe taxes. The amount awarded for telecommunications was awarded mainly by the Courts of the Judicial Branch of Mexico City (PJ CDMX).

In the reviews of the contracting reports of the capital’s institutions during 2024, the Superior Court of Justice of Mexico City (TSJ CDMX) reported the contract that involved the largest amount of public resources through direct award. The Court paid 36 million 76 thousand 391 pesos to TOTAL PLAY Telecommunications, SAPI de CV for the concept “E3 Internet service, analog signal service, E1, DS0 and LAN to LAN telephony links.”

The contract was formalized on April 30, 2024 despite the fact that in a March conference, former President López Obrador revealed that Total Play owed the Tax Administration Service (SAT) payments for Income Tax (ISR) that amounted to 1,744 million pesos. The debts of Grupo Salinas companies are an issue that federal authorities have been demanding of the magnate since 2020. While President Claudia Sheinbaum, this year announced not to give official publicity to Grupo Salinas as a consistent action.

In addition to the TSJ CDMX, the Administrative Justice Court of Mexico City (TJA CDMX) also agreed with Total Play a contract for the “Conventional Telephony Service and Internet Access” that was committed for 3 million 309 thousand 880 pesos from 2022 to 2024.

The autonomous organizations were the main contractors of Total Playthat after the revelation of tax debts, several institutions did not hire the company again, except for the Electoral Institute of the capital (IECM) and the Superior Audit of Mexico City (ASCM).

The Electoral Institute of Mexico City (IECM) requested a contract for internet service in 2024 for 1 million 44 thousand pesos, which for 2025 increased to 1 million 113 thousand 600 pesos. While the ASCM in 2024, telephony and internet cost 799 thousand pesos with Total Play and this year 1 million 245 thousand pesos. It should be noted that this authority is primarily responsible for investigating the legality of the exercise of public resources, as well as issuing sanctions for resorting to companies that do not comply with their tax obligations.

In 2024, the Secretariat of Administration and Finance (SAF CDMX) also reported two multi-year contracts that began in 2023 to provide telecommunications service until December with the new administrations. One of the contracts was reported for 2 million 291 thousand pesos and another for 1 million 749 thousand pesos. A similar case occurred with the National Autonomous University of Mexico (UACM), which paid 608 thousand pesos for the internet in 2024 until January 2025.
