In Jaltenco, residents and municipal employees point out the existence of alleged practices of “political patronage and nepotism” within the administration, headed by the mayor Maria del Rosario Payne Islasby Morena.
The allegations indicate that various decisions, hirings and appointments are made under the influence of Ángel Adriel Negrete Avonce, identified by neighbors as their main political operator and alleged beneficiary of contracts and institutional favors.
According to documents from the Superior Supervision Body of the State of Mexico (OSFEM), the municipality presented observations in the administration of positions and payroll, with at least 16 positions that exceed the authorized number and two categories not recognized in the official tabulator.
Las inconsistencies have fueled suspicions about hiring people close to municipal officials or with direct political ties.
Criticism also extends to the lack of transparency in the publication of contracts, tenders and payroll. The official portal of the city council shows limited or outdated information, which makes it difficult for citizens to verify who holds public office or which companies were favored in the works.
Various testimonies collected among city council staff ensure that some positions of trust and municipal addresses were assigned to people linked “to the political group of Negrete Avonce, who maintains influence in decision-making within the local government. This network of affinities”, according to neighborhood complaints, has generated dissatisfaction between municipal workers and communities that demand an administration based on merit and transparency, not on personal commitments or political favors.
Neighborhood and civil organizations demand that the local government be accountable for the use of public resources and labor appointments, in addition to demanding the intervention of state control bodies.
They affirm that as long as there is no clarity about budget management and personal ties in the government, distrust of the government will persist. municipal administration.
