Before him CDMX Congresshe Electoral Institute of Mexico City (IECM) presented the draft budget for the Fiscal Year 2026aimed at facing the challenge of organizing the upcoming electoral processes.
Among these processes are the election of the Community Participation Commissions (Copaco)the Participatory Budget Consultations 2026 and 2027, as well as the work of the Ordinary Local Electoral Process 2026-2027 and the preparations for the Election of the Judiciary.

Patricia Avendaño Duránthe president advisor of the IECM, stated at the headquarters of the capital Congress that the budget request is the result of a responsible, austere, transparent exercise; aligned with the institutional needs of a balanced, fair model committed to the efficient use of public resources.
“The budget required is the minimum necessary to ensure institutional operation without compromising the quality of the services we provide. This Institute does not spend, the money allocated to it is an investment in political culture, in democratic education, in citizen participation, to ensure electoral processes that generate certainty and social peace in our city,” he emphasized.
Avendaño Durán also said that total requested budget for 2026 amounts to 1,873,697,234 pesos. Of this amount, 605,343,564 million pesos will be allocated to public financing of political parties and the remaining amount corresponds to the operating expenses of the Institute.
Likewise, he stressed that this budget project seeks solve institutional programs, projects and activities necessary to cover the obligations in charge of that autonomous body, in a context in which the Institute faces important challenges such as preparations for an election that will involve the mayors, councilors, Legislative and Judicial Branches, which impose a capital complexity.
“We designed a budget that prioritizes the fulfillment of our functions as an electoral authority for civic education, citizen participation, electoral organization and strengthening the political party regime. Each peso requested is aimed at guaranteeing the principles of legality, certainty, impartiality and maximum publicity that govern our function,” he highlighted.
The project presented promotes a orderly public spending aligned with the principles of budget balancefinancial unity, proportionality, equity and effectiveness, said Durán.
“This Institute has executed with rigor and efficiency the goals established in our Annual Operational Program, reflecting a committed performance, which contributes to the strengthening of democratic life in the city,” he stated.

Achievements of Fiscal Year 2025
As a reference for the correct exercise of public spending, Avendaño Durán highlighted that, in the Fiscal Year 2025the IECM organized the Participatory Budget Consultation in which 2,430 Opinion Receiving Tables were installed and the Electronic Internet System (SEI) was enabled, which allowed the participation of people in preventive detention, residents abroad and in a state of prostration.
On the other hand, he highlighted that for the Extraordinary Local Electoral Process of the Judicial Branch The Institute coordinated:
- The registration of 607 candidates.
- 86 scheduled discussion forums.
- The printing of more than 24 million documents for the various voting modalities for June 1.
- It maintained its ISO Electoral certification, an international standard that evaluates the quality of electoral processes.
- It maintained the Gold distinction in Labor Equality and Non-Discrimination.
In the presence of the electoral advisors Erika Estrada Ruiz, María de los Ángeles Gil Sánchez, Maira Melisa Guerra Pulido, Cecilia Aída Hernández Cruz, Sonia Pérez Pérez and the electoral advisor César Ernesto Ramos Mega, the president advisor of the IECM, Patricia Avendaño Durán, pointed out that the requested amount will also make it possible to meet the obligations of the autonomous body and guarantee the human, material, financial and technical resources necessary for the operation and development of its programs and activities.
