The President of Mexico, Claudia Sheinbaum Pardoannounced the 12 axes of the Michoacán Plan for Peace and Justicea comprehensive strategy that includes more than 100 shares y an investment of more than 57 billion pesosincluding public and private resources.
The project is based on the conviction that security is consolidated by guaranteeing the fundamental rights of the people: education, health, housing and decent employment, as a basis for development with justice and well-being. Likewise, he announced that by 2026, 37,450 million pesos will be allocated in scholarships and programs for Wellbeing, for the benefit of 1.5 million Michoacans.

“With the entire Cabinet we will continue meeting with Michoacan society and its authorities to provide timely follow-up and continue strengthening this plan. We came to government with broad popular support, supported by a conviction: security and peace are the fruit of justice. We will never betray the trust that the people of Mexico have given us.
“Our effort, knowledge, daily dedication, is by the people and for the people, that is our mandate. To all Michoacans we say: You are not alone, your President and the entire Government of Mexico support you,” he expressed during the event held in the Central Patio of the National Palace.

Accompanied by her Cabinet, the federal president indicated that she will personally supervise the progress of the Michoacán Plan every 15 days and present the monthly results during “La mañanera del pueblo.”
For its part, The governor of Michoacán, Alfredo Ramírez Bedolla, highlighted that the plan responds to a vision of comprehensive care and listening to all voicesin addition to announcing that the State Government will allocate two thousand 700 million pesos for actions in matters of security, youth, culture, tourism, health, support for the countryside and infrastructure.
The 12 axes of the Michoacán Plan for Peace and Justice include:
- Security. Reinforcement of the National Public Security Strategy through educational, employment and welfare programs; consolidation of the National Guard with training, equipment and coordination with the state police and the prosecutor’s office. The intelligence and investigation areas will be strengthened, specialized units against extortion will be created and 10,506 elements of the Army and the National Guard, in addition to 1,781 of the Navy, will be deployed in strategic municipalities.
- Economic Development with Wellbeing. Creation of Development Poles in Uruapan and modernization of the Port of Lázaro Cárdenas, in addition to accelerating the El Bajío Pole in Morelia. Between 2025 and 2028, 870 electrification works will be carried out with an investment of 502 million pesos, and 1,390 million will be allocated to bring internet to all homes. 292 million will be invested in support for the countryside and 1,509 million in credits to producers; Sembrando Vida will expand from 10 thousand to 18 thousand beneficiaries. Sustainable forest production, the “Michoacán, Se Vive” campaign, job fairs, and the training of 25 thousand people throughout the state will also be promoted.
- Road infrastructure. With a total investment of 39,330 million pesos, highway projects will be accelerated and new sections such as Uruapan–Zamora and Nueva Italia–Lázaro Cárdenas will be built. In addition, 8,186 million will be allocated to conservation and 2,297 million to artisanal roads.
- Water and sanitation. One thousand 630 million pesos will be invested in drinking water, irrigation and sanitation networks, including the rehabilitation of Lake Pátzcuaro.
- Wellness Programs. With an investment of 30,270 million pesos, more than one million people will benefit from the social programs of the Government of Mexico.
- Education. In 2026, the scholarship program will reach 892,639 students with an investment of more than 6,300 million pesos. The Rita Cetina, Benito Juárez and Jóvenes Escribiendo el Futuro scholarships will be expanded, and the Gertrudis Bocanegra Scholarship will be created for 80 thousand young people in higher education. In addition, 10 new technological high schools, 5 Rosario Castellanos universities, and 50 thousand new university spaces will be opened, along with 10 México Imparable sports centers and an Artificial Intelligence Training Center with 10 thousand places.
- Health. The IMSS will carry out 39 actions with an investment of 7.8 billion pesos, which include the construction of two new hospitals, reconversion of medical units, new child care centers and a clinic specialized in addictions. The ISSSTE will allocate 700 million to new clinics and renovations.
- Dwelling. Through the Housing for Wellbeing program, 82 thousand homes will be built, 50 thousand deeds will be delivered and improvement credits will be granted.
- Culture. Expansion of 100 choirs in Movement, support for 13 thousand local and community artists, promotion of reading with the “Michoacán lee” program and delivery of 20 thousand books from the Economic Culture Fund.
- Women. Expansion of the LIBRE Centers in the 113 municipalities, strengthening of the National Network of Weavers of the Homeland, and granting of 50 thousand Word Credits for women in 2026.
- Youths. Implementation of Days for Peace and against Addictions, with 500 cultural, sports and community activities throughout the state.
- indigenous peoples. Compliance with the Justice Plan of the P’urhépecha People, with an investment of 3,898 million pesos, and development of new plans for the Nahua, Mazahua, Otomí and Pirinda peoples. In addition, 673 million 833 thousand pesos will be allocated to support 93,588 girls and boys between 0 and 3 years old.
