In the same session, Congress legislated to ban Efforts to Correct Sexual Orientation and Gender Identity (Ecosig), also known as “conversion therapies.”
Mexico City, December 4 (However).- The Congress of Guanajuato approved this Thursday, with 25 votes in favor and nine against, a reform to the Civil Code local so that the homosexual couples can get married, as well as Penal Code to classify the crimes against the expressionthe gender identity and the sexual orientation. The victory was celebrated by groups from the LGBT+ community.
“With these modifications, it is specified that marriage is the free union of two people, the purpose of which is to create a community of life, in which the spouses seek respect, equality and mutual help. In addition, the regulations relating to husband and wife as spouses are adjusted in the body of regulations,” explained the local Congress in a statement.
Six PAN members voted in favor of the reform, eight voted against and legislator Angélica Casillas abstained from voting.

When speaking, Representative María Eugenia García Olivares stated that the ruling entails standardizing local regulations with the interpretation of the Supreme Court of Justice (SCJN) and with the criteria of international conventionality, by expanding the opportunities for happiness for human beings with the replacement of the term man and woman with people.
He added that for years a sector of society has lived under the shadow of humiliation, rights ignored, dignity defended, identity denied and freedom repressed, as their way of loving and the way in which they formed a family were invalidated, in addition to the rights achieved being a recognition of the bravery of groups and people of sexual and gender diversity.
Although it was not legislated, from December 20, 2021 to date, the Civil Registry was able to marry 1,028 same-sex couples, without the need to process an amparo, thanks to provision 226/2021 published by the then Secretary of Government and now Governor, Libia García Muñoz Ledo.

In the same session, the deputies reformed the Penal Code to classify crimes against gender expression or identity and sexual orientation.

With 19 votes in favor, the Guanajuato Congress again refused to vote in favor of the decriminalization of abortion.
