The report delivered by the UCO to the Supreme Court judge investigating Santos Cerdany José Luis Ábalosamong others, provides new and transcendental details about what some have already baptized as the 2% plot.
The dossier, known this Tuesday, reveals that the call tCerdan branchthrough the ex’s friend number three of the PSOE and owner of the construction company Servinabar 2000 SL, Antxon Alonsonegotiated with a senior official from Acciona the awarding of million-dollar public works tendered when Ábalos was Minister of Transport, as well as Secretary of Organization of the PSOE.
The Civil Guard details the way of working of this plot in which Cerdán acted as a liaison between the Ministry of Transport and Acciona, through the company in which he acquired 45% of the shares, for the alleged rigging of public works. For this intermediation work, Acciona allegedly paid 2% in bribes to Servinabar.
In fact, 75% of this small company’s income came from Temporary Joint Venture agreements with Acciona, with whom it received awards of more than 100 million euros from the Government of Navarra, such as the work on the Belate tunnels.
The link between Cerdán and the construction company beneficiary of these concessions is reinforced with the information discovered by the Civil Guard: Servinabar hired Santos Cerdán’s wife in 2018 and paid for the penthouse in which he lived while he was Secretary of Organization of the PSOE.
The UCO report on the relations between Acciona and Servinabar contributes to unraveling the main line of business of the Cerdán-Alonso duo, which was also one of the largest sources of income of the plot and which also financially benefited Ábalos and his advisor. Koldo Garcia.
These two, in addition, were involved in other businesses on their own, such as mask contracts during the pandemic, alleged rigging with construction companies such as Levantina, or the collection of commissions and gifts linked to Victor de Aldama.
The connections reconstructed by Civil Guard investigators They reflect a decade of corrupt practices by Pedro Sánchez’s two lieutenants.
Rarely has such an overwhelming body of evidence been collected in an investigation of alleged corruption that directly implicates two officials who held the highest political responsibilities.
Therefore, it is unacceptable that Sánchez believes he has satisfied the obligation to be accountable for this case with a timid apology for having trusted Cerdán and Ábalos.
In no way has the flagrant responsibility been extinguished in choosingbut above all in surveillancewhich corresponds to the two Secretaries of Organization appointed successively by him, and who would have dedicated themselves to rigging infrastructure contracts with impunity in exchange for commissions within the main investment Ministry under his charge.
As if that were not enough, the UCO has documented that Santos Cerdán used the Ferraz headquarters to meet with his partner to discuss public works tenders. AND If they could meet at the PSOE headquarters, it is because Cerdán enjoyed the full confidence of his superior.
What’s more, Sánchez gave permanent signs of his confidence in both Ábalos and Cerdán, without withdrawing his support until the day he entered prison.
Sánchez’s responsibilities, whether due to concealment or negligence, are undeniable. That’s why, It is unheard of that he aspires to remain in power until he is thirteen while his then closest collaborators are being investigated for corruption. And that’s without talking about all the other court cases that affect him, like that of his wife or that of his brother.
Except for a major surprise, Ábalos and Cerdán walk steadily towards the bench and, ultimately, to prison. If this is so, will Sánchez still have the audacity to run again as a candidate in a general election?
