The internal Union dispute over the pension package has escalated further in the last few days. Young politicians from the Union faction have reiterated their concerns about the draft law that has already been passed by the black-red cabinet. They particularly criticize a formulation that is intended to keep the pension level stable even after 2031, which would cause additional costs of 118 billion euros. According to the young politicians, this measure was not agreed in the coalition agreement.
However, Chancellor Friedrich Merz has made it clear that he would like to conclude the discussion by the end of the year. Vice Chancellor Lars Klingbeil also sees no reason to postpone the Bundestag vote. Both politicians have ruled out changing the bill. At the “Süddeutsche Zeitung” economic summit, Merz emphasized that the introduction of an “active pension” with incentives for longer working hours was also part of the package.
However, the young members of the Union, including Pascal Reddig, chairman of the Young Group of the Union parliamentary group, still see a need for change. Reddig explained that the law was not ready for approval at the moment and that they were in the middle of negotiations. Johannes Winkel, chairman of the Junge Union, also made similar statements and warned against entering into long-term financial commitments without sufficient discussion.
The coalition of CDU, CSU and SPD only has a narrow majority of 12 votes in the Bundestag, which is why it is dependent on the support of young Union politicians. Merz has suggested taking the concerns of young politicians into account in an “accompanying text” or motion for a resolution to the draft law. However, Reddig considers this to be too non-binding and demands that the announced pension commission quickly submit proposals that should be decided before the 2026 summer break.
