The governor of Nuevo León, Samuel García Sepúlvedasubmitted his Fourth Government Reportwhere the investment in security, mobility, water system, environment, as well as advances in economy, education, early childhood, education and health.
The event took place at the Showcenter Complex, located in San Pedro Garza García, where the state president was accompanied by the Founder of Movimiento Ciudadano, Dante Delgado, and the national leader of the party, Jorge Álvarez Máynez.

Security
In terms of security, García boasted a historic investment of more than 30 billion pesos for the construction of 16 new detachments, three police camps, and a new Military Regiment in Cerralvo.
Likewise, the acquisition of a thousand new patrols, 80 new Black Mambas, nine helicopters, a new Black Hawk and five new specialized divisions stood out.
García pointed out that in four years, the Civil Force reached 6 thousand elements and at the end of the six-year term it is estimated that the corporation will be made up of more than 7 thousand uniformed personnel.
Samuel García highlighted that, due to the above, the Civil Force managed to position itself, according to INEGI, as the best police force in Mexico, occupying first place nationally in trust and performance.
“Today the INEGI in its ENSU survey has detailed to us that the Nuevo León Civil Force is the best police force in Mexico, the best performing and the most reliable. This year the Civil Force managed to make Nuevo León the state that rose the most in armored states outside of violence.
We have to reduce high-impact crimes by 70%, we are at a green light and very soon we will be able to consolidate this police force so that it goes from six thousand elements that we have today to seven thousand before the World Cup and to be able to guarantee public safety,” he noted.
Mobility
In mobility, the State Government reported the investment of 158 billion pesos for the construction of trains, lines 4 and 6 of the Metro and acquisition of trucks.
Samuel García boasted the purchase of 22 new trains for Line 1, the reconstruction of Line 2 and the acquisition of four thousand electric transport units.
The million-dollar investment also included the construction of four new highways to connect the state with the center and south of the country, the New Periférico, State Highway 001 North, the new Airport Highway, the new La Gloria-Colombia Highway, which connects the entity with Texas.
The delivery of the new Salinas Victoria Vehicular Overpass and the progress in the construction of Lines 4 and 6 were also presumed, which would be built by 2026, when Nuevo León hosts the 2025 FIFA World Cup.
“The Tren del Norte is coming, which they have already put out to tender, which they have already started from Saltillo to García, connected with Line 4 in San Jerónimo, with Line 1 in Sendero and with Line 2 in Sendero.
We are going to have triple Massive public transportation, 500 bus stops, three new roads are coming, we have already started the Interserrana. This undoubtedly has us as the number one state in public investment… today we have the largest new fleet on the continent with four thousand new trucks and today we transport more than two million New Yorkers daily on public transportation,” he said.
Samuel García added as part of the mobility actions, the construction of three highways such as the Interserrana, the new Juárez-Pesquería Bypass and the road to the León Dam.
Water system
Regarding the water system, Samuel García highlighted the progress of the Plan to Guarantee Water until 2050, such as the construction of the El Cuchillo II aqueduct, which has a length of 100 kilometers and brings 5 thousand cubic meters of water to the city every second.
He also boasted the implementation of the Pressure Modulation System to detect, reduce leaks and optimize the use of water and the construction of the New León Dam with the longest curtain in Latin America.
“We are working every day so that the state never lacks water again and always has at least a 25 percent reserve as established by the national standard,” he stressed.
Environmental
In environmental matters, García boasted the creation of the Ministry of the Environment, the New Environmental Division and the Comprehensive Air Quality Management Plan.
“This year 2025, 80% of the days have been green, with acceptable air quality, this information is what the Federal Government collects,” he noted.
Added the operation of the Metropolitan Environmental Commission and the Special Climate Change Program.

Economy
In the field of economics, he boasted record figure of 90 billion dollars in foreign direct investment and 382 new investment projects confirmed, which has generated a total of 385 thousand new jobs for Nuevo León.
He pointed out that through the Nuevo Impulso Nuevo León program, more than eight thousand 500 million pesos in soft loans were granted to benefit more than three thousand SMEs.
He said that in four years it was possible to reach first place in direct investment, business creation and job creation.
He pointed out that the entity also reached first place nationally in qualified work and labor formality.
“In four years, the last quarter, thanks to the business community, we closed with a growth of 4.8%, only India and China in the world bring that GDP growth. More than 423 foreign investment projects,” the president boasted.
Early childhoods
On the topic of early childhood, he highlighted the installation of 118 lactatoriums, courts and the remodeling of 20 new villas in the DIF Capullos for babies, children and adolescents.
Education
In the area of education, García highlighted that Nuevo León positioned itself as a leader in special education with more than 63 thousand registered students and boasted a 7.6 percent reduction in educational lag.
“We continue to build schools, daycare centers, fields, we have 343 fields and we are going to reach 500 for the World Cup. With all this, the Federal Government has just announced that Nuevo León is the first state with a building backlog,” García said.
Health
In the health area, he pointed out that Nuevo León became the state with the most coveragewhere 9 out of 10 New Yorkers have access to free medical services.
García Sepúlveda also highlighted that in four years extreme poverty was reduced, from 2.1 to 0.5%.
Likewise, the entity won first place nationally in basic housing services and 97.4% of citizens have access to quality housing and spaces.
“First place in poverty reduction, first place in non-poor population, first place in basic housing services and first place, for the first time in history, we beat Mexico City, and today Nuevo León has more income for each family than the rest of the country,” he noted.
Historic investment towards the World Cup
Regarding the FIFA World Cup, where Nuevo León will host, Samuel García said a historic investment is underway for the renewal of our recreational spaces, green areas and museums, such as La Milarca.
He also highlighted the renovation of the Fundidora Park, the construction of the Water Park and the remodeling of the La Boca Dam boardwalk.
“Without a doubt he is going to be the best face that Nuevo León can give to the world,” García said.
The president was also accompanied by metropolitan mayors, mainly from Movimiento Ciudadano and Morena, as well as the former governors of Nuevo León, José Natividad González Parás and Sócrates Rizzo.
