That an element of a Mexican Armed Force can shoot a person simply by presuming that he is a criminal, not in self-defense, but having the order to execute. That was the war against drugs: extrajudicial executions. And they still dared to say that there was collateral damage, that is, people who They died in that process, because it was part of the war and it was justified. We will never have that strategy. First, because we are humanists and we do not believe that extrajudicial execution is a solution. […] That leads to nothing because that is injustice and does not build a humanist society, and we are foolish in building a humanist society within the Law,” he said.
“It is not just filling the state with soldiers, with the National Guard, and even less, although with presence, it is important, less with permission to kill. Not that. The war against drugs is not. That cannot return to our country and that is why this approach of the ‘Michoacán Plan for Peace and Justice’,” added Sheinbaum Pardo.
As mentioned, today he announced the “Michoacán Plan for Peace and Justice”, a comprehensive strategy to address violence in the state, which does not start from war or force, but from the construction of peace with justice, development and respect for life. For this reason, he called on various sectors to participate in his proposal.
“Contrary to those we always know, those we already know, those who have raised these campaigns, who really do not care about what happens in Michoacán or the pain caused by violence, we do not make political use of suffering. We act responsibly, with justice and with respect for the people. Therefore, today I announce the ‘Michoacán Plan for Peace and Justice,'” declared Sheinbaum during his morning press conference.

The call was born after the murder of the Mayor of Uruapan, Carlos Alberto Manzo Rodríguez, who was attacked by gunfire on November 1. The crime has sparked multiple protests in various parts of Michoacán.
“Michoacán is a state with history, with strength and with dignity. In recent days we have seen pain and indignation over the cowardly murder of Municipal President Carlos Manzo, of Uruapan. We share that feeling. His cowardly murder hurts not only his family and his community, but all of Michoacán and the country. Carlos Manzo represented those men and women who serve their people with dedication, who believe that politics is to transform, not to destroy,” said the federal president.
He also stressed that his Government will not make political use of the suffering caused by violence, unlike what the opposition has done. He explained that the idea of the plan is to design a comprehensive strategy based on the conviction that security is not sustained by wars, but by justice, development and respect for life.
“Peace is not imposed by force, it is built with people, with communities and with the daily work of those who love their land,” highlighted the Head of the Executive Branch.
The Michoacán plan is – for now – a proposal that comes from the Government, as explained by the president, who also launched a call to Michoacán society to actively participate in the development of the plan, which seeks to draw on the voices of all sectors of the state: indigenous peoples, women, young people, municipal and state authorities, farm workers, victims and families.
Furthermore, he explained that the plan will be based on three fundamental axes: security and justice, economic development with justice, and education and culture for peace.
In terms of security and justice, the strengthening of the presence of federal forces in Michoacán is contemplated, not only with the National Guard, but also through joint units with the Secretariat of Security and Citizen Protection, state security and the local prosecutor’s office, focused mainly on the crimes of homicide and extortion.
In addition, according to Sheinbaum, the creation of a prosecutor’s office specialized in investigation and intelligence in high-impact crimes will be proposed to the Congress of Michoacán and the state prosecutor’s office.
Another aspect that will be contemplated is the installation of an office of the Presidency of the Republic in different municipalities of Michoacán, particularly in Uruapan; the holding of fortnightly security tables with the Security Cabinet, the implementation of an alert system for municipal presidents and the strengthening of anonymous reporting mechanisms and support for victims of extortion.
Regarding economic development, Sheinbaum announced that the plan will include the guarantee of social security and decent wages for agricultural laborers and workers in export agriculture, investment in rural infrastructure and agreements with the productive sector to promote new poles of well-being.
To ground the approach, Sheinbaum reported that during this week his cabinet will divide tasks to listen directly to the communities, traditional authorities, churches and productive sectors of the state and in one week, at the latest, the finalized proposal would have to be presented.
“Together, from below, let’s build that Michoacán Plan for Peace and Justice. Starting today we will begin this work and we hope that with this open dialogue with the different sectors, at the beginning of next week we will present the first actions,” he insisted.
Finally, Sheinbaum promised that they will work for justice and peace in that entity:
“Michoacán has never given up and neither have we. Michoacán has a brave, hardworking people, with a huge heart, who has known how to rise again and again. And furthermore, they are not alone; we are going to recover tranquility with justice, to take care of our communities and we are going to show that peace can be built from below, with dignity and with hope,” he concluded.
