A few days ago the citizen council of public safety of Baja California solicitfrom publicly the intervention of the Secretary of Security and Citizen Protection of the Government of the Republic, Omar García Harfuch, in the fight against insecurity in the entity. Called not free, there are enough reasons to do so, but it has been ignored.
The reality is that insecurity cannot be combated in a State when the corporations empowered to do so are infested by drug trafficking, flawed in their structure, organized in the manner of crime and far from the values and commitments of a force of order. The month of October 2025 has shown the rot that prevails within the two main police forces of the State, and also the inability of their owners not only to clean up the corporations, perhaps to contain the insecurity that originates in ares entrails.
At this point what is clear is that many of the police are more on the side of criminals than of society, and that from committing so much crime for others they learned to do it for their own benefit and have established cartels within corporations to extort, steal drugs, distribute them, collect money and lead a criminal life from the comfort of the State and con the tray they carry as agents of the Law.
Two cases caught the attention of society, but not from the federal authority. First, the theft of 180 kilograms of cocaine, orchestrated, operated and carried out by elements of the Baja California State Citizen Security Force, during work hours and with official units of the Ministry of Public Security, committed on Saturday, October 4. The second, a attack never before seen with drones at the facilities of the anti-kidnapping unit of the State Attorney General’s Office, perpetrated by criminals who threw homemade explosives at the facilities one villageof the residential area.
Although drone attacks in Mexico by drug cartels are not new, even though it is a version denied by the Presidency of the Republic, it is a reality, but in Baja California it had not happened. The unusual attack also occurs in the context of changes made within the two main security institutions of the State, the Secretariat of Security and the Attorney General’s Office.
The explosives were homemade, with an incendiary component, metal devices, pellets and marbles to cause damage in the vicinity of the incident at the time of explosion. Despite the anti-kidnapping unit being anchored in an area of high population density, the damage was exclusively material to the prosecutor’s own automotive assets.
In the days following the drone attack on the FGE, several threatening banners were hung in at least two municipalities of Baja California, where criminals from cartels with local activity such as the Jalisco Nueva Generación Cartel, even when they did not take credit for the act, did denounce to the Baja California Prosecutor the illicit work of several of their collaborators, particularly those who are in a position to combat the crime of drug dealing or investigating homicides, but they are accused of requesting fees from criminals, extorting them.
A week before, another criminal group had similarly left threatening blankets, this time denouncing elements of the State Citizen Security Force by the drug theft, 180 kilograms of cocaine. They defended some and accused others.
In both institutions, one preventive and the other prosecutor, internal corruption, the infiltration of drug bribery, and complicity with the cells of the Jalisco Nueva Generación Cartel and the Arellano Félix Cartel are evident, so much so that their owners, Secretary and Prosecutor, were forced to make changes in the secretariat and prosecutorial commands.imobilizing or displacing those accused of participating in drug theft or extortion by the FGE.
And andso it hasn’t been enough. DIn a special way, when corrupt elements, agents or commanders are not removed from the corporation for investigation, but sent to fixed points, suspended or demoted in the hierarchy of command, they continue sleeping with the infiltrator at home. Of course, under these conditions it is not feasible to combat crime, it cannot be done when the operational base and the command head are corrupted.
The President Felipe Calderón Hinojosa was not wrong to concentrate institutional and operational efforts and establish protocols to purify the country’s police forces. He knew of the corruption and infiltration of drug trafficking that prevailed in the operational bases of the Federation, State and City Council, which is why he began with the security tables, the control, evaluation and trust examinations, and gave way to the cleanest troops at that time, the Forces. Armed forces, the coordination of the fight against insecurity and the persecution of criminal leaders.
However, in the administrations that followed This strategy of police purging was abandoned, and many still corrupt elements continue to “serve in law enforcement.” Most, if not all, of those who have been accused of dishonest acts in Baja Californiahad their control, evaluation and confidence exams approved, which are evidently no longer working, either due to lack of technology, research, precision in the analysis of information or because such tests have not evolved in scientific terms of inquiry.
Under these conditions, drug trafficking seems to begin in the State, or in the least of cases, that the State is one more of its tentacles with the integration of corrupt elements. Baja California is systematically among thethe entitiess of the Republic with the highest incidence of crime, but it is evident that it is not in the priority circle of the Secretariat of Security and Citizen Protection of the federal Government, because while the attacks, internal investigations and drug trafficking continue, García Harfuch continues without going to investigate and coordinate with the little that remains, to provide security and prosecute the elements contaminated by the corruption of organized crime and omission always entails brutal consequences with cartels already entering the police with tactics that are now terrorist.
