EU Commission President Ursula von der Leyen has revised her proposal for the EU’s long-term budget to address the concerns of the European Parliament. These adjustments could be crucial to reaching an agreement on the EU budget. In particular, expanded co-determination rights for the regions and guarantees for the agricultural sector should be introduced in order to overcome Parliament’s blockade.

Von der Leyen’s proposal envisages that a set proportion of the EU budget be reserved specifically for the development of rural regions. This measure aims to support the decision-making process for the 2028 to 2034 financial framework, which envisages spending around two trillion euros. This corresponds to an increase of around 700 billion euros compared to the current budget period.

There was considerable criticism in advance from Parliament, which threatened to block the budget. Top representatives complained that the needs of regions outside the capitals were not being sufficiently taken into account. The plan is to merge previously separate funding pots for agricultural policy and structurally weak regions into a large common fund, which, according to parliamentarians, could reduce the importance of individual areas.

The MPs are calling for separate budgets to create more security and planning, as well as greater involvement in the planning and implementation of structural support policy. They also want to participate in the approval of national plans and play a more significant role in the preparation of the annual EU budget. In order to avoid a blockage of the multi-annual financial framework, von der Leyen is inviting people to a top-level meeting at which, in addition to Parliament Speaker Roberta Metsola, Danish Prime Minister Mette Frederiksen is also expected.
