Hernández Mora, at the beginning of his speech, called on men to give themselves the opportunity to think “all those behaviors, attitudes, all those actions that have become normalized over time and that, in reality, are part of these sexist expressions or that make a woman uncomfortable.“
The objective of the Integrated Plan against sexual abuse, as presented by Hernández Mora, is to strengthen the institutional and social response to this crime, guaranteeing access to justice and promoting a cultural change that eradicates this violence..
The Plan seeks to standardize the criminal offense for sexual abuse as a serious crime throughout the country. Citlalli Hernández said that the criminal criteria and their sanctions will be normalized.
“The President has asked us to find a way in which complaints are much more agile, so that women can report when they experience sexual harassment or abuse much more quickly..”
According to the information presented by the head of the Women’s Secretariat, the Federal Penal Code contemplates the crime of sexual abuse in its article 260, with a penalty of six to 10 years in prison and up to 200 days of fine.

During his speech, The official shared the diagnostic data on the classification of the crime of sexual abuse in the 32 states of Mexico. He said that, on instructions from the President, it was determined how this crime is classified in the criminal codes of each federal entity, or if, at least, it exists.
According to the results, in 19 entities in Mexico there are broad criteria to strengthen the sanction against this crime with various aggravating factors; In nine states, although sexual abuse is criminalized, it is not necessarily considered a criminal offense; in the remaining four states, “It is not clear what sexual abuse is“.
