With the exception of large battery storage systems from the existing regulations, the network capacity is to be used more efficiently. The planned change to the Power Plant Grid Connection Ordinance by the Federal Ministry of Economics could have far-reaching effects on the German energy sector. The aim of the reform is to exempt large battery storage systems from the existing regulations in order to distribute network capacities more fairly. This measure is intended in particular to protect data centers and other network users from connection points being blocked, which often arise from requests without any intention to implement them.

The background to this planned change is the unprecedented boom in electricity storage in recent years. The volume of requests for the connection of electricity storage systems far exceeds the projections of the network development planning and poses significant challenges for the infrastructure. The exponential increase in grid connections for large batteries urgently requires new rules to use grid capacity more efficiently and protect the rights of other grid customers.

The need for reform is increasingly emphasized in the energy sector. Kerstin Andreae from the Federal Association of the Energy and Water Industry sees an urgent need to adapt the power plant grid connection regulation in order to explicitly exclude large battery storage systems with a nominal output of 100 megawatts or more. Transmission system operators such as 50Hertz also support the need for reform to prevent impending bottlenecks and blockages in the grid connection process.

A joint paper by the four transmission system operators warns that without political intervention, many regions will not be able to implement new industrial projects in the next ten years. The current regulatory situation means that the vast majority of grid connection requests are for battery storage in the transmission network, which leads to overloading of the existing infrastructure. This development shows the urgency with which reforms must be implemented in order to make the energy transition successful.
