Nezahualcóyotl, Méx., November 13, 2025. — The mayor of Nezahualcóyotl, Adolfo Cerqueda Rebollo, presented the progress of the municipality within the framework of the Comprehensive Plan for the Eastern Zone of the State of Mexico, during the international seminar Latin American Experiences in Urban Improvements in Popular Neighborhoods, organized by the National Polytechnic Institute (IPN) and the Lincoln Institute of Land Policy.
Municipal authorities from Ecatepec, Ixtapaluca and Chalco participated in the meeting, as well as specialists from Brazil, Argentina, Colombia and Chile. Cerqueda Rebollo highlighted that this plan, promoted by President Claudia Sheinbaum, represents “an act of justice” for more than 10 million inhabitants of the ten municipalities in eastern Mexico that have historically lagged behind.
Education and health: new projects underway
The mayor reported that Nezahualcóyotl is advancing in the construction of a new technological high school and the installation of a Rosario Castellanos University is planned, with the aim of meeting the growing educational demand and reducing travel to Mexico City.
In terms of health, he announced that a Zonal General Hospital is being planned, in addition to the upcoming reopening of Clinic-Hospital 25, which provides care to more than 500 thousand beneficiaries. Also contemplated is the construction of a Child Education and Care Center (CECI).

Water infrastructure and mobility
Cerqueda highlighted the investment in water infrastructure, which includes the replacement and drilling of 14 deep wells, maintenance of five pumping stations, and the construction of the J collector.oyas de Aragón–Vergel de Guadalupeas a first stage to prevent floods.
In mobility, he announced a new Mexibús line that will reach the Los Rosales pantheon and the rehabilitation of the Periférico Oriente bridges damaged by the earthquakes of 2017 and 2019. In addition, the construction of five additional bridges is planned to improve the connection between Mexico City and the east of the State of Mexico. With the new paving train granted by the federal government, several roads will be intervened simultaneously.

Urban security and recovery
The mayor stated that Nezahualcoyotl It is a national reference in the implementation of the Block Security Model and the Civic Justice Model. He also reported that more than 100 safe paths have been enabled in 31 neighborhoods, with the installation of more than 2,500 LED lights in 44.3 kilometers intervened.
Likewise, he mentioned the recovery of public spaces such as the Bordo de Xochiaca Recreational Park, the Codices and various linear parks. In terms of housing, more than 10,000 grants have been granted for home improvement and work is underway to establish the Economic Development Pole for Well-being, which will attract private investment and generate jobs.

Recognition of the regional project
During his speech, the head of the INAFED, Armando Quintero, recognized the value of the Comprehensive Plan of the East and thanked the IPN and the Lincoln Institute for the opportunity to disseminate it, due to its direct impact on almost 10 million people.
At the close of his participation, Cerqueda Rebollo reiterated that the work will continue in coordination with the three levels of government, underlining the importance of addressing the historical debt with the inhabitants of the east of the State of Mexico.
