From December 16th, investors can apply for promotional loans to support the construction of urgently needed housing. This measure is intended to stimulate stalled housing construction in Germany.

The KfW Bank has announced that it will resume funding for new buildings with the EH 55 energy standard. This decision comes at a time when housing construction in Germany urgently needs new impetus. From December 16th, both private and commercial investors who already have a building permit can submit applications for KfW development loans. These loans are part of the “Climate-Friendly New Construction” program and are intended to support the construction of residential buildings that use only 55 percent of the energy of a standard house.
The resumption of funding is a reaction to the stagnation in new construction in Germany. According to previous information from the Ministry of Construction, around 760,000 apartments have been approved but not yet built. The federal government is providing 800 million euros to accelerate the construction process. This measure is intended not only to stimulate housing construction, but also to ensure that new buildings are heated exclusively with renewable energies.
The KfW funding stipulates that a loan of up to 100,000 euros can be applied for per residential unit. The interest rate is set at the start of the funding and is based on the capital market, with federal funds making it cheaper as long as funds last. The loan term is a maximum of 35 years, with an interest rate fixation period of a maximum of ten years. Funding can also be applied for for non-residential buildings, which further increases the attractiveness of the program.
The decision to reinstate funding for EH-55 homes is also a response to criticism of the previous decision to end this funding. The traffic light government decided in 2022 to focus on the stricter EH 40 standard, but this led to many investors putting their plans for EH 55 houses on hold. With the current measure, the government hopes to regain the trust of investors and create urgently needed housing.
