He Government of Mexico This Tuesday, November 4, it rejected Peru’s decision to breaking diplomatic relations, after the Mexican embassy in that country granted political asylum to former Peruvian Prime Minister Betssy Chávez, an ally of former President Pedro Castillo (2021-2022), and prosecuted alongside him for the failed coup attempt at the end of 2022.
These are some of the keys to the diplomatic clash between both countries that has lasted for almost three years:
Measure rejects “excessive” and “disproportionate” measure
“Mexico rejects the unilateral decision of the Perubeing excessive and disproportionate to a legitimate act of Mexico and in accordance with international law, which in no way constitutes an intervention in the internal affairs of Peru,” said the Mexican Foreign Ministry in a statement yesterday Monday.
The measure, according to the Secretary of Foreign Affairs, “adheres to the long Mexican tradition of diplomatic asylum, rooted in our history and in our humanist principles and in strict adherence to international law,” so Mexico will continue to “defend that humanist tradition.”
Relationships broken since 2022: according to what they were on pause
Diplomatic relations between both countries were practically on pause since the former Mexican president Andrés Manuel López Obrador (2018-2024) was publicly unaware of the Government of former Peruvian President Dina Boluarte (2022-2025), calling it “spurious” and having arisen from a coup d’état against Pedro Castillo.
The Mexican ambassador to Peru, Pablo Monroy, left Lima in December 2022, expelled from the country by the Boluarte Government, so the representation of the diplomatic legation was at the chargé d’affaires level since then.
Claudia Sheinbaum reiterates support for Pedro Castillo
The Mexican President, Claudia Sheinbaumwhom the Peruvian Congress has proposed to designate as persona non grata, as it did with López Obrador in 2023, has reiterated support for Castillo.
“We consider that it was a coup d’état that removed President Castillo, our solidarity always with him. The dismissal (of Boluarte) was unanimous,” assured Sheinbaum after the departure of Boluarte in October of this year, who has been replaced by the current interim president of Peru, José Jerí.
Lilia Paredes, Castillo’s wife, has been in Mexico since the end of 2022 with her two children, where the Mexican government granted them political asylum.

Lima’s announcement has awakened memories of the assault on the Mexican embassy in Ecuador in April 2024 by the Ecuadorian Police to capture former Ecuadorian Vice President Jorge Glas, who was in the Mexican diplomatic legation after requesting asylum.
The measure caused Mexico to announce the immediate breaking of diplomatic relations with Quito, a position that is maintained today, and to denounce the case before international institutions.
The Peruvian Foreign Minister, Hugo de Zela, has ruled out, however, that Lima is going to take a similar measure by ensuring that the country will comply with international standards regarding respect for diplomatic representations.
