O Government decided to bring forward the delivery of the State Budget proposal for 2026 (OE 2026) to this Thursdayone day earlier than expected – or, in fact, one day before the legal deadline. Catching everyone by surprise, the Executive led by Luís Montenegro announced that the pen drive with the proposal will be delivered to Parliament tomorrow at 12 pm, by the hand of Joaquim Miranda Sarmento.
In the same agenda note, released on the afternoon of this Wednesday, October 8th, by the supervisory minister’s office, the press conference to present the budget proposal is scheduled for 1:15 pm, in Terreiro do Paço.
Legally, the document can be delivered to the Assembly of the Republic (AR) until October 10th. Not infrequently, State Budgets were delivered very close to the end of the legal dates, late into the night. However, Miranda Sarmento seems determined to go against tradition. Last year, the presentation of the document was scheduled for the middle of the day. This year, the Minister of Finance anticipates the delivery and presentation of the document that will bring a “minimum of tax changes” by 24 hours, he recently assured.
Among the most anticipated are the reductions in the IRS and the updates to the IMI and IMT. There may still be surprises regarding the Defense and Health budget.
With regard to the parliamentary calendar, it is expected that from October 24th, work begins at AR, with the hearing of the Minister of Finance. On the same day, in the afternoon, it will be the turn of the Minister of Labor and Social Security, Maria do Rosário Palma Ramalho, to be before the deputies.
At the end of this week, the October 27th and 28th, the document will then be debated in generalbeing voted on on the last day. After that, it enters the specialty phase, with the presentations of proposals from the parties, which will be voted on from November 20th. The global debate and final vote on OE 2026 are scheduled for November 27th.
