The administration of Enrique Pena Nieto (EPN) did not make transparent the destination of more than 5 billion pesos (mmdp) from the Platform ‘Mexico Force‘, created after the 2017 earthquakes.
The above was announced by Raquel Buenrostroholder of the Anti-Corruption and Good Government Secretariat in the President’s Morning Claudia Sheinbaumin which he presented the Government’s arguments about why the Natural Disasters Background (THE FOUNDATION) was “inoperative, unskillful and obscure.”
“At the time, trusts and donations were also made for 5 billion pesos, which were never made transparent,” said Buenrostro Sánchez.
And although she did not verbalize it, in the presentation shown by the federal official it is indicated that through ‘Mexico Force‘Trusts and private donations were created for 5,083 million pesos that were never made transparent.
The platform was integrated, according to its institutional video, by the ministries of Finance, Interior, Territorial Development, Education, Foreign Relations, Culture, IMSS, ISSSTE and Bansefi.
Which allowed, according to the clip, “to monitor the support provided during the emergency and the public spending that addresses the reconstruction and rehabilitation of damaged infrastructure.”
Despite the above, on the page still hosted on the website of the Government of Mexico and which was last updated in February 2019, it is highlighted that “no information or documentary support is presented on donations or actions carried out by the private sector.”
In addition to the above, it was also highlighted that during the emergency response due to the earthquakes, of the 132 affected health units, only 21 percent of them were attended to.
The federal official even said that in 2017, when the Ministry of the Interior was directed by Miguel Angel Osorio Chongdue to “a bureaucratic error” no resources were allocated to Communications and Transportation for reconstruction.
With EPN, peak of extraordinary emergency declarations
On the other hand, as part of his presentation of the management of the extinct THE FOUNDATIONRaquel Buenrostro indicated that, in the last year of her Government, there was an excess outside the entire historical record in terms of extraordinary emergency declarations.
Which were authorized by the Secretary of the Interior.
The head of Good Government reported that that year there were 57 extraordinary emergency declarations, of which 46 were due to heat waves.
The official highlighted that in this modality the Government released resources without the state and federal governments doing so, as they established the operating rules of the Fund.
“In 2018 there will be many extraordinary declarations, which is the decision of the Ministry of the Interior, and in that 427 million allocated to heat waves are concentrated. In other words, one of the largest expenses is due to heat waves. Yes, there is dehydration, but we do not have the problem of infrastructure,” he indicated.
