The Movimento Ciudadano proposal highlights a new water governance headed by a Water Secretariat and a new National Water System with its Citizen Council that allows an end to discretion in the distribution of concessions and monopolies.

He explained that the MC initiative takes 4 years of working, With this they propose to listen to all sectors.
“We believe that the new forms of participation to do governance not only have to do with change from the government but with citizen figures that allow everyone to participate, such as the creation of a national system and a citizen council,” he reiterated.
The initiative seeks to review and make water concessions transparent, redistributing them with criteria of justice and sustainability.
Likewise, prioritize domestic and community use of water over commercial and industrial use.
Also democratize water management, giving voice and vote to indigenous peoples, rural communities and women.
It also raises the complaint about the plundering of water by companies that enrich themselves at the expense of leaving communities without water.

“We want that in the face of the immediacy of droughts, shortages, fires or floods, it is possible to activate a water financial system, a public trust intended to attend to emergencies, restore ecosystems and guarantee access to drinking water, in this way and prior declarations of water emergency, we will be able to carry out negotiations that the future of the country needs, with a governance that does not depend solely on Conagua,” he pointed out.
