Second State of the Digital Decade report: Member States’ efforts fall short of targets – Increased joint efforts needed to promote digital transformation in the EU
Europe wants to empower companies and citizens and ensure sustainability and prosperity in a humane digital future. The Policy program for the digital decade drives digital change in Europe with concrete targets and goals for 2030: Skills, Government, Infrastructures and Business.
As part of this policy program for the 2030 digital decade, an annual cooperation cycle will be defined to achieve the common goals and objectives. This governance framework is based on an annual cooperation mechanism between the Commission and Member States.
Second report is now available
The Commission has published the second State of the Digital Decade report, which provides a comprehensive overview of the progress made towards the 2030 digital goals and targets under the Digital Decade Policy Program. This year, for the first time, the report is accompanied by an analysis of the national strategic roadmaps for the digital decade presented by Member States, which set out the planned national measures, actions and funding to contribute to the EU’s digital transformation.
Efforts fall short of targets
Die Commission analysis shows that in the current scenario, the joint efforts of Member States will fall short of the EU’s targets. The findings show that there are gaps in additional investments at both EU and national levels, particularly in the areas of digital skills, high-quality connectivity, adoption of artificial intelligence (AI) and data analytics by companies, as well as semiconductor production and start-up ecosystems.
For this reason, this year’s report calls for Member States to take more ambitious action, as achieving the Digital Decade goals in the areas of digital infrastructure, enterprise, skills and public services is crucial for the EU’s future economic prosperity and social cohesion.

Germany must improve its performance towards the goals of the digital decade to promote competitiveness, resilience, sovereignty and European values and climate protection.
Germany’s strategic roadmap for the digital decade
The Germany timetable shows that the country intends to make significant efforts to achieve the goals and objectives of the digital decade. However, not all goals are included in the roadmap, which contains 8 of 14 key performance indicators (KPI). Germany plans to allocate a total budget (excluding private investments) of an estimated EUR 44.3 billion (1.1% of GDP) for digital transformation.

Next Steps
Member States must now review and adapt their national roadmaps to align them with the objectives of the Digital Decade Policy Program before December 2, 2024. As set out in the Digital Decade Policy Program, the Commission will monitor and evaluate the implementation of these recommendations and report on progress in the next State of the Digital Decade report in 2025 report.
